Official inauguration (kick off) of Tacis Project "Russian-European Centre for Economic Policy" (RECEP) took place on 19th October 2000 at 4 p.m. in the premises of the Delegation of the European Commission in the Russian Federation. The inauguration meeting was attended by the highest officials of the Russian Government, State Duma and the EU Delegation in Moscow as well as by representatives of the Russian and foreign mass media, scientific and diplomatic community in Moscow. Among invitees were Mr. G. Gref, Minister of Economic Development and Trade, Mr. A.Ulyukaev, Deputy Minister of Finance, Mr.M.Tsikanov, Deputy Minister of Economic Development and Trade, Mr. A. Surinov, Deputy Head of Goskomstat, Mr. E. Gaidar, State Duma Deputy, Head of IET, Mr. R. Wrigth, Head of EU Delegation in Moscow, Mr. Jean-Pierre Reymondet-Commoy, Head of Tacis Section, EU Delegation. All speakers emphasized the importance of the RECEP's mission, its high potential in providing the Russian Government with first class independent policy advice and recommendations, based on short and medium term economic analysis and research. Apart from assistance in policy making area RECEP will play a significant role in enhancing EU-RF policy dialogue and links between Russian and European institutions; issuing regular publications such as Russian Economic Trends and working papers on particular policy areas; developing a cadre of young and talented Russian economists. Mr. Gref stressed the key role of RECEP as a source of practical recommendations for the Government and singled out Russia's accession to WTO as one of priority areas where relevant expertise is highly needed. According to Mr. Ulukaev the Government will appreciate practical advice on the ways of restructuring natural monopolies. "There are supporters of various directions of development, for example the American or Asian one. We have chosen the European way" Mr. I. Samson, Project Director, underlined the importance of providing consulting support to the Government on such issues as copyright protection, budget functioning and improvement of fiscal efficiency. In his words, the regional aspect of economic reforms is particularly crucial. |
