"Towards Sustainable Growth in an Open Economy in Russia"

Velikiy Novgorod, June 23-25, 2001

  The international conference "Towards Sustainable Growth in an Open Economy in Russia" was held in Velikiy Novgorod, Russia on June 23-25, 2001.The conference was organised by RECEP and CEPRA (Consortium for Economic Policy Research and Advice, Canada) with the support of the Administration of the Novgorod Oblast.
  Over 150 participants, including top government officials, RECEP and CEPRA experts, well-known Russian economists and politicians, representatives of business community and the media, attended the conference, which included 3 plenary sessions, 10 sections and a special round table.
  The three plenary sessions brought together such well-known economists and government executives as Alexander Potchinok, Minister of Labour and Social Development; Alexei Oulyukayev, First Deputy Minister of Finance; Vladimir Mau, Director of the Working Centre for Economic Reform; Yegor Gaidar, Director of the Institute for Economy in Transition; Yevgeny Yasin, Academic Director of the Higher School of Economics; Abel Aganbegian, Academy of the National Economy. Much of the discussion centered on the issue whether growth that Russian economy has been showing since 1999 is sustainable. Mikhail Prusak, Governor of Novgorod oblast presented a success story of Novgorod, which has become one of the leading Russian regions in terms of investment and growth.
  A special round table covered the problems of relation between tourism, globalization and regional development.
  Conference participants met in panels to exchange views on such issues as Russian regional and political development, macroeconomic strategy for opening up Russia's economy, opening of financial markets and management of the rouble exchange rate, problems and prospects for the EU - Russia economic cooperation. Special sections were devoted to the problems of the Russian automotive industry, social policy, specific features of Russian firms and prospects for post-industrial growth in Russia.
  The first issue of AGORA - a new RECEP publication - was presented at the conference.
