Development of the Kaliningrad region

The request

The project is based on two Requests. The first one is from the Administration of the President RF stating that “a further prioritized theme is the Kaliningrad region, the problems and perspectives of its development in the context of the enlargement of the EU and development of the relations with the EU”. The second one is from the State Duma of the Federal Assembly of the RF, Committee on Economic Policy, Entrepreneurship and Tourism, calling RECEP to “building scenarios of the Kaliningrad region development aiming at creation of conditions to boost business activity, increase well-being of the public, and transform the Kaliningrad region into a pilot region of the EU-RF relations.”

Description

The Kaliningrad region is currently an important focal point of discussions between the European Union and Russia . Although small in terms of geography and population, Kaliningrad has grown in importance due to the EU enlargement process, having become an exclave of Russia and an enclave within the EU.

The project deals with the Kaliningrad question on several levels. The first and more abstract part of the project discusses the different development scenarios of the region in the context of the EU-RF relations, identifying the most ideal solution from the point of view of the region’s political, economic and social development as well as the necessary steps and instruments towards that solution. The second phase discusses Road Maps for the creation of the Common Economic Space between the EU and Russia , and for the Kaliningrad Partnership between Russia and the EU.

The project is implemented in cooperation with other Kaliningrad-related projects, especially with the East-West Institute’s project on Kaliningrad, the EUROPAID project “Support of the regional development of Kaliningrad” and the Working Group on Kaliningrad under the Administration of the President of the RF.
