“Hierarchy and codification of legislation on state regulation of economy”.

Effectiveness of state regulation of the economy is one of the crucial factors, contributing to economic growth. Optimal scheme of regulation can considerably boost the economy, while overregulation or inadequate scheme can have deep negative effect on the functioning of economy in common.
In this project RECEP experts have created analytical papers on possible mechanism of preliminary assessment of the impact the new regulation would have on the functioning of economy. RECEP experts have summarized European experience in the field and gave special attention to the problem of assessing the impact of legal regulation on economy before it is enacted and also common problems of the legislative activities in Russia and possible measures to improve it.
The project results in series of analytical reports, summarizing European procedures in the field and providing advice for Russian state authorities, how similar procedures can be implemented in Russia by different means including increasing effectiveness of legislative process.
