Indicators of regional competitiveness: European approach

The article is devoted to a review of regional indicators, which were elaborated in the European Union and are currently applied by the European Commission. The EU experience in the field of regional development by means of enhancing structural competitiveness as opposed to price competition seems more adapted to the Russian situation than the policy of development of competitive advantages on the basis of extremely low labour remuneration and taxation rates.

Russia – European Union: Integration cross-roads (François Benaroya)

It has become usual that competitiveness is often thought to be a fundamental condition of economic development and well-being, whereas integration in the world economy is very often looked upon as a determinant of ensuring economic efficiency and competitiveness. The EU experience in this field seems to be very unique. On the one hand, the EU member states have reached an unprecedented level of integration, which is inferior only to the degree of integration between regions of one country. On the other hand, the European Union is pursuing open foreign trade policy towards the rest of the world. Thereby, the EU experience may prove to be very useful for elaboration of such concept of the Common European Economic Space between Russia and the EU, which will ensure improvement of competitiveness of both parties.

Application of the special tax treatment: foreign experience

Taxation systems of many countries include taxes calculated on the basis of the simplified financial reporting. Now that the Russian taxation system is developing the experience of developing countries and countries with economy in transition in the field of presumptive taxation is no less important than that of developed countries. The importance of taking account of the taxation systems of Russia ’s neighbor countries is also explained by the recent objectives of creation of the Common Economic Space within the CIS countries. The article is focused on the analysis of advisability and perspectives of application of some kinds of presumptive taxation in Russia.
