For the last 15 years, Jean-Luc Poget has been occupying executive positions as Project Director or Team Leader of large EU-sponsored projects. He has been dealing with economic policy and legal advice in various countries of Central and Eastern Europe, in particular – Bosnia & Herzegovina, the Czech Republic and Ukraine.
Jean-Luc Poget is the Executive Director of the Bureau of Economic Management and Legal Studies of BCEOM.


Jean-Paul Blandinieres

For 21 year Jean-Paul Blandinieres has been a civil servant at the French Ministry of Finance in position of "Administrateur hors Classe" of the French National Institute for Statistics & Economic Studies (INSEE).

He has substantial experience working in France and abroad.

Mr. Blandinieres was the Head of a sub-directorate in charge of urban planning in France & Senior Advisor on Economic & Social Statistics of the French Senate.

Jean-Paul Blandinieres worked as economic adviser in South America for the French Ministry of Foreign Affairs. Ia was the Leader of the macroeconomic team with the EU project "Ukrainian-European Policy & Legal Advice Centre" & Team leader of the EU project "Support to the Economic development and poverty reduction programme of Georgia". Mr. Blandinieres also participated in EU projects in Azerbaijan and Russia.

For the last four years Jean-Paul Blandinieres has been the Associate Consultant to BCEOM.

Mr. Blandinieres is the author of numerous publications in French, Spanish and English.


Anton Moiseev
Deputy Team Leader

Citizen of Russia

Holder of Ph.D. in Economics (2002 – Institute of Economic Forecasting, Russian Academy of Sciences)

Since 1991 Anton Moiseev has been a researcher of the Institute of Economic Forecasting (IEF, Russian Academy of Sciences). Since 1996 he has been the Deputy Director of Bank Monitoring Centre. Mr. Moiseev has worked as a financial analyst in several Russian banks and companies.


Francois-Xavier Albouy
Key EU Expert in charge of socio-economic reforms

Dr. Albouy is a qualified economist with a broad understanding of Economic Policy design & law issues, with respect to the integration of the acquis communautaires & of the institutional settings required.

In the position of Director of the Bureau of Economic Management & Legal Studies of BCEOM in Paris, Dr. Albouy is a high-ranking permanent employee of the leading firm. During the last 15 years, he had been occupying executive positions, including the positions of a Project Director or Team Leader of large EU sponsored projects in the N entral & Eastern Europe.


Vitaly Tambovtsev
Key Russian Expert in charge of socio-economic reforms
Date of birth: 1947
Citizen of Russia

Education:  
1965-1974 Lomonosov Moscow State University (faculty of economics)
Holder of Ph.D. in Economics, professor

Prof. Tambovtsev is the Head of laboratory for institutional analysis at the Faculty of economics of Moscow State University. As an expert in charge of some projects of Bureau of Economic Analysis Foundation he has been dealing with the analysis of Russian economy and law. Mr. Tambovtsev actively cooperated with the Russian Ministry of Antimonopoly Policy and Ministry of Economic Development & Trade.

Mr. Tambovtsev is the author of several books and more than 260 publications in Russian and English.


Christer Pursiainen
Key EU Expert for support to EU-RF relations
Date of birth: 1959
Citizen of Finland

Doctor in Political Science

Christer Pursiainen is Senior Research Fellow at Nordregio – Nordic Centre for Spatial Development (Stockholm). He was Project Manager and Acting Director at Aleksanteri Institute (the Finnish Centre for Russian and East European Studies, University of Helsinki). He has extensive experience of working on Russia-related projects for the Finnish Institute of International Affairs.

Dr. Pursiainen is the author of several books and numerous articles, including those devoted to Russia’s foreign and domestic policy.


Mark Entin
Key Russian Expert for support to EU-RF relations
Date of birth: 1955
Citizen of Russia

Education:  
1972-1979 Moscow State Institute/University of International Relations (MGIMO, faculty of international law)
Holder of Ph.D. & post doctorate degree in International Law, professor

Mr. Entin is Director of the MGIMO Institute of European Law. He has substantial experience teaching International and European law at MGIMO, People Friendship University and other Russian institutes. He has worked with research institutions of the Russian Academy of Sciences and the Ministry of Justice. Ia occupied high-ranking positions in the Ministry of Foreign Affairs dealing primarily with the Russian-European relations. From 1998 till 2002 Mr. Entin was Deputy Permanent Representative of the Russian Federation to the Council of Europe.

Prof. Entin is the author of numerous books and articles on international law, EU law, law of international organizations and practice of Luxembourg & Strasbourg Courts.


Igor Kossikov

Citizen of Russia

Education:  
1963-1969 Leningrad (St. Petersburg) State University (oriental faculty, honours degree)
Doctor in History, professor

For the last 15 years, Igor Kossikov has been working within the Russian Academy of Sciences (RAS), including the position of Deputy Director of RAS Ethnology Institute. He has extensive experience working in the Ministry of Foreign Affairs of the Soviet Union and teaching in various institutes (Lomonosov Moscow State University, Academy of Foreign Commerce). Ia was the Dean of the economics & management faculty at the Moscow energy institute. Mr. Kossikov is a member of the Russian Journalist Union; he was editor-in-chief of "Business and politics" magazine.

Prof. Kossikov is the author of several monographs. One of them – "Northern Caucasia: socio-economic guide-book" – was awarded an international prize. He published more than 150 articles in Russian and European languages. He has delivered numerous lectures abroad and organized international conferences and symposia.


Petro Morgos
Senior Jurist

Petro Morgos is a seasoned lawyer advising clients on commercial law matters. For more than 14 years he has worked on projects assisting transition countries undergoing commercial law reform in preparation for WTO and EU accession. In Ukraine Mr. Morgos has designed a methodology for legislative drafting which was later used as a model by the Cabinet of Ministers of Ukraine. He has recently worked on a USAID funded project in Morocco with the Ministry of Justice and commercial tribunal judges. Dr. Morgos has been a Team Leader and Corporate Governance and Commercial Law Specialist working for an Asian Development Bank project in Kyrgyzstan where he directly advised the Prime Minister on policy and draft legislation regarding company law. As a former coordinator of the International Law Program of the Philadelphia Paralegal Institute, he taught courses in a wide range of comparative and international business and commercial law.
