Nataliya Smorodinskaya is Head of Centre for Growth Poles and Free Economic Zones Studies, Institute of Economics, Russian Academy of Sciences, a specialist on the problem of Kaliningrad, including the concept of its transformation into a region of the EU-Russian cooperation. She is an advisor to federal bodies and a member of different expert networks. As a team leader and an expert, she has worked for many international and national projects on economic modernization in Russia and its regions.

Theo Naccache is a qualified specialist in energy sector reforms and implementation of EU Energy directives in Eastern European Countries. He has participated in the implementation of a National Energy Efficiency plan in Kosovo, which will serve as the basis of creation of the Energy Efficiency Agency of Kosovo.

Polina Kryuchkova is the Chief of the Sector at the Bureau of Economic Analyses Foundation. She has been engaged in planning and management of the technical assistance projects for Russian federal authorities. She has substantial experience in research in the field of state regulation, deregulation and self-regulation.

Andrei Shastitko is Deputy Director General for the Bureau of Economic Analysis Foundation. As Leading consultant and Manager Mr . Shastitko has been involved in numerous projects of the Bureau of Economic Analysis. He is the author of more than 10 books and 60 articles .
