For more than a decade now, the European Union and the Russian Federation have strengthened their political and economic relations, giving new impetus to their relationship as they work to establish a strategic partnership.
Under a special programme of technical assistance to the Russian Federation from the European Union Russian-European Centre for Economic Policy (RECEP) was created.
RECEP is a research and policy advice centre in the fields of economics and law. It consults, primarily, Russian legislative and executive authorities, providing them with analysis and research-based recommendations. Through years of fruitful activities, since 1995, RECEP has established itself as the leading think-tank engaged in economic research and policy advice. The RECEP 'brand-name' is highly recognisable in Russia, as well as in Europe .
RECEP experts, on the basis of specific requests from the Russian authorities, provide in-depth and systematic analysis of the EU-Russian relationship and monitor the socio-economic situation in Russia and its particular regions. A unique strength is that RECEP combines the knowledge and experience of European and Russian experts, who work within joint research groups, providing a specific European added value to its conclusions and policy recommendations.
Compared to traditional, one-off policy advice projects, RECEP has been better able to benefit from the continuity and stability of the relationships developed with Russian legislative and executive bodies. This provides direct and sure access to policy-making circles in Russia.
RECEP recommendations are of current importance, practical, based on profound understanding of Russian realities and, as a result, highly valuable for the field of legislation and public management.
The Russian-European Centre for Economic Policy, (RECEP) was re-established as a working technical assistance project in January 2004. The project provides economic policy advice to a number of Russian federation governmental institutions to meet their demand for expertise. The project is funded by the European Union, and is based upon the Partnership and Cooperation Agreement entered into force between the EU and the Russian Federation (PCA).
The main focus of the project’s research is centered on the economic aspects of EU-Russia relations.
The partners of the project are the Working Centre for Economic Reforms under the Government of the Russian Federation (WCER), and the Academy of National Economy under the Government of the Russian Federation (ANE), providing coordination and supervision for the project.
